Job Description:

Responsibility:

  • HR Manager is responsible for Human Resources activities for Nogales, Sonora operations. Work with local management to ensure compliance with all Federal, State and local regulations as well as corporate policies and procedures. Provide direction and support in the areas of employment, employee and labor relations, compensation, benefits, communications and community relations, training, management and organizational development. Support with standardization initiatives for the Mexico plants of HR procedures; including systems, benefits and employee policies and initiate strategic and tactical plans for implementation.
  • The HR Manager is a leader that actively supports the organizational development goals, the financial growth and success of the business through the effective management of Human Resources. The HR Manager is responsible to develop and implement HR policies and practices to support company goals and legal requirements.
  • Provide functional leadership and direction to the Human Resources function in Nogales. Coach, mentor and develop HR staff to ensure a robust talent pool.
  • Provide Human Resources support, as needed to the country Field Sales organization.
  • Develop and implement Human Resources practices and programs which support the accomplishment of short and long-range business objectives and address identified employee needs.
  • As appropriate standardize systems, process, benefits, policies and procedures.
  • Manage all compensation activities to insure equitable and competitive compensation structures and practices are maintained. 
  • Work with corporate management and local brokers and vendors to implement and manage competitive, cost effective benefit programs.
  • Ensure compliance with all Federal and local legislations and company policies. Periodically audit systems, records and programs.
  • Ensure the implementation of an effective retention program at all locations to minimize employee turnover. Monitor and provide reports, updates and recommendations on a regular basis.
  • Implement creative employment strategies and processes to insure the recruitment of the best employee talent available.
  • Facilitate the transition of new Plant Managers to insure successful integration. Provide coaching and counsel to all Plant Managers as required.
  • Monitor, investigate and respond to employee problems/issues, as needed.
  • Insure effective employee activity and communications programs are in place and utilized at all locations.
  • All other projects and duties as assigned.

The regular activities of the HR Manager are:

  • Interface with senior plant management regarding the human resource needs of the Staff and organization and to provide necessary service to assure that the company hires and retains good talent at all levels to assure the success of the organization.
  • Maintain good communication with employees at all levels to represent the best interest of both company objectives while assuring a productive and motivated workforce.
  • Direct and manage the Human Resource Department
  • Assure compliance to Policies and Procedures.

The periodic activities of the HR Manager are:

  • Plans develop and control the effective development and administration of Human Resources policy in the facility.
  • Responsible for training and development, recruitment safety and hygiene, health wage salary structure, and benefits administration and employee relations and retention.
  • Direct activities in accordance with company, business and facility objectives and applicable federal, state and local laws.
  • Assure security of the plant and plant property.
  • Monitor, control and provide assurance of compliance to organizational training requirements and record keeping.
  • Responsible to maintain and promote a healthy and strong union relationship climate that is productive and supportive of overall company objectives.
  • Responsible for the administration of foreign employees in reference to their legal work status at Nogales plant.

The eventual activities of the HR Manager are:

  • Define Departmental and participate with overall Plant Goals, Preparation of annual budget based on plant operating plan, competitive market analysis of compensation and benefits, sponsor and manage plant events, compliance government and company regulations and policy.
  • Union negotiations.
  • Organize a quarterly general information meeting.
  • Support and Plan Special events
  • Attend to union issues as needed.

Specifications:

Education

  • Bachelor's Degree, preferably in Human Resource/Business Administration.  Graduate degree is necessary.

Knowledge & Training

  • 10 years of experience as Plant RH Manager in Mexico.
  • Extensive knowledge of Mexican employment law, litigation and employee relations practices. 
  • Excellent interpersonal and influence management skills and the ability to function at all levels across multiple organizations

Experience

  • 10 years plant HR management experience in Mexico.  
  • Extensive knowledge of Mexican employment law, litigation and employee relations practices.

Skills

  • Strong communication skills are required.
  • Strong oral and written communications skills (English/Spanish).

Authority:

  • The HR Manager has the authority and total accountability for the Human Resource Department for the Nogales plant, and its overall performance related to the company, and with the legal compliance with employment, environmental, health and safety regulations.
  • This position reports to the VP Plant Operations. Will routinely interface with Mexico HR Director, VPs, and Division H. R. staff. Will collaborate as needed with all functions in the organization on various issues and projects.
